Atlanta Road, just north of the state capital, was closed due to the storm and was only open for a few hours.
It was closed for about 24 hours due to heavy rain and wind.
Traffic was blocked in at least two sections of the road.
The road was closed to traffic between the town of Hampton and the town-site of The Gap, south of The City of Atlantans.
The weather agency warned that at least four inches of rain was possible in some areas.
The state Department of Transportation said it was preparing to reopen the road later this week.
